Last updated October 2026
We design and surface public play areas for parish and town councils, housing developers, management companies and holiday parks across the UK. Recent council quotes put bonded rubber mulch at £60.75 to £84.39 per m2 and rubber grass mats at about £22 per m2; wetpour runs from about £40 to £140. All figures exclude VAT. Most refurbishments are planned around a short closure. Send a site plan and your equipment list, and we arrange a survey and quote.
The best evidence on play area prices is council papers, because they publish real quotes with dates and areas.

What does a play area cost to surface?
For a typical 100 to 150 m2 village or estate play area, surfacing alone sits at roughly £2,200 with grass mats to £13,000 or more with bonded mulch, on the dated quotes above. Wetpour on the same area spans about £4,000 to £14,000 by depth. Equipment, fencing, gates and landscaping are on top.
Quotes vary because of depth (set by fall height), edging, access for machinery and how much old surface has to come out. Ask every bidder to price the same area and depth.
LAP, LEAP and NEAP: what do developers have to provide?
Whatever your council’s local plan or planning guidance says, so start there. As one example, Hastings Borough Council’s guidance on children’s playspace in housing (interim, July 2004) asks for:
Swipe the table sideways to see every column.
| Type | Age | Minimum play area | Walking distance | Buffer to homes | Trigger |
|---|---|---|---|---|---|
| LAP (local area for play) | up to 6 | 100 m2 | within 100 m of every family dwelling | 5 m | 25 or more family dwellings |
| LEAP (local equipped area for play) | 4 to 8 | 400 m2, at least 5 types of equipment | within 400 m | 10 m | 50 or more family dwellings |
The same guidance asks for surfacing that complies with BS EN 1176 and BS EN 1177 and for impact-absorbing surfacing on a LEAP. Other councils set different figures, and that document does not define a NEAP. Fields in Trust’s benchmarks, as one council reproduces them, put a NEAP at 0.1 ha within 1,000 m of homes; developers and commercial sites sets out all three. Check your own authority’s current policy before you design.

How do we make play surfaces inclusive and accessible?
Start with the route: a firm, level path from the gate to each piece of equipment, with no lip where path meets play surface. Wetpour and rubber tiles give a smooth, continuous finish that wheelchairs and walking frames can cross; loose bark and bonded mulch are harder going. Design ground-level play and turning space into the layout, and lay contrasting colours to mark edges and routes.
Which surface suits which zone?
Pick by fall height, wear and look. Under tall equipment, use a tested safety surface laid to the depth its fall height needs. Around low play and on grassy banks, rubber grass mats protect turf at the lowest cost. Busy routes and wheel-friendly areas suit wetpour, and natural or woodland settings suit playground rubber mulch. See rubber playground flooring for tiles and mats, and safety surfacing for playgrounds for the side-by-side comparison.
How should landscaping work around play equipment?
Keep planting, mounds and trees outside each equipment’s landing area, and plan drainage before anything is planted. Mounding and grassed slopes add play value cheaply when they are protected with grass mats. Seating, bins and a dog-proof fence finish the space; Hastings’ guidance, for instance, asks for fencing that keeps dogs out.
How does handover to a management company or council work?
Agree it before you build. Under the Hastings guidance, developers normally transfer the land and a sum to the council, with maintenance covered by a commuted sum worked out as the estimated yearly cost multiplied by 20 years. Management companies want the same paperwork: as-built drawings, surface test details and the equipment’s installation records. The team assembles the surfacing records for your handover pack.

Illustrative example
From the price table only, not a real site. A developer needs a 100 m2 LAP surface. Grass mats at about £21.81 per m2 give roughly £2,180; bonded mulch at £60.75 to £84.39 gives about £6,100 to £8,400; wetpour at £40 to £140 gives £4,000 to £14,000. All before VAT, equipment and fencing.
Who does the work
Play and Sport Surfaces is a WeDo Property Services service. Alex Winser runs the job from design to handover, the surfacing teams lay the surfaces, and the specialist teams fit the equipment and do the landscaping the scheme needs.
Often needed alongside
Equipment you have bought can be fitted by the team: see outdoor gym installation. Housebuilders should read developers and commercial, and parish clerks councils and parish councils. Every rate is on playground surfacing cost.

FAQs
Can you refurbish a play area without replacing the equipment?
Yes. The surface is renewed around the existing posts if the equipment passes its inspection.
How long is a play area closed?
It depends on size and surface; the quote states the closure dates.
Do you design the whole play area?
We lay out zones and surfaces; equipment choice stays with you or your supplier.
Do you work on holiday parks during the season?
Yes, with the work zone fenced. Most parks prefer the quieter months.
What do you need to quote a play area?
A site plan, the equipment list with fall heights if known, and photos of the access.
