On Merseyside, safety surfacing under play equipment, a MUGA or a pitch goes through one of five councils, each its own landlord for park play areas. Wetpour is typically about £40 to £140 per m2 excluding VAT, depending on depth, colour and the base, and bonded rubber mulch was quoted to one parish at £60.75 and £84.39 per m2. How deep it goes is set by your tallest frame’s fall height, which our critical fall height guide explains. Send a plan and photos for a written quote.
Does reclaimed dock land change a Liverpool play area?
It changes the groundwork more than the surface. New play space at Liverpool Waters and other waterfront schemes sits on former dock land, where the survey checks the base and drainage closely before any depth or price is fixed. A developer can have an outline price from the landscape drawings, then a firm one once the base is built.
Which Merseyside council do we deal with?
One of five: Liverpool, Sefton, Knowsley, St Helens or Wirral, each its own planning authority and, for park play areas, its own landlord. If the job only renews a play surface like for like, ask your council to confirm in writing whether consent is needed. A new fenced MUGA or floodlit court does need it, and if the site is on the urban edge it may sit in the Merseyside and Greater Manchester Green Belt (245,020 hectares in the 2025 statistics), where national policy allows sport facilities only if they keep the land open. See our planning guide.
Sefton is short of 3G pitches. What does that mean for a new one?
That demand is proven, but sites are hard to land. Sefton’s Playing Pitch and Outdoor Sport Strategy (April 2023) counted four full-size 3G pitches against a need for 16.5, a shortfall of 13, with 26 clubs and 259 teams saying they could not get 3G training time. It also records that a planned pitch at Orrell Mount Park was dropped after public consultation and that Meols Park could not be used because of ground conditions. Consult neighbours early and get ground investigation done before design. The strategy lists Litherland Sports Park, Ferryside Lane in Southport and Formby High School as possible sites.
What did Liverpool’s football hubs cost?
£20.8 million for four sites with 12 3G pitches at Jericho Lane, Jeffrey Humble, Heron Eccles and Simpson, opened in October 2018. The Premier League, The FA and the Football Foundation gave £12.7 million, Liverpool City Council £7.8 million and the RFU £250,000, and Pulse Soccer runs them. For a school or club, that shows the usual shape: the Foundation covers a large share, the landowner a substantial match. Our artificial pitches page covers specification.
Can an old estate play area be overlaid rather than dug out?
Often, when the tarmac underneath is sound and drains. Wetpour poured on top saves excavation and spoil removal and keeps the area closed for less time. Where the base has failed, the repair is priced first. Worn patches at swing landings and slide exits can usually be cut out and relaid; see wetpour.

We also want a ball court. What should we budget?
Sport England puts a 782 m2 macadam MUGA, fenced and floodlit, at £190,000 before VAT; smaller unlit courts cost much less. Our MUGA page sets out sizes and surfaces, our tennis courts page covers courts for a club, and the costs page has every band side by side.
Can residents keep using a Merseyside estate play area during the work?
Usually part of it. On a large shared space in Knowsley or St Helens, the area can be split so one section is fenced off and laid while the rest stays open, and the quote states how long each section is closed while the surface cures. That lets the landlord tell residents in advance.
Who manages the work?
We arrange a vetted local surfacing contractor for Merseyside jobs. We confirm who within 2 working days, or tell you if we can’t. Alex Winser stays your single contact from the first call to handover, and the written quote names who does the work before anything is booked.
